SHIELD’S COMBINED FORCE STANDING ORDERS, 2009

(Made by the Chief of Staff on the 1st day of January 23, 2009.)

 

  1. These standing orders may be cited as the SHIELD’S COMBINED FORCE STANDING ORDERS, 2009.

 

  1. In these Standing Orders -
    • Shield’s Battalion” mean three or more Shield units;
    • Shield Unit” means a unit of junior division of the Shield’s Force;
    • Chief of Staff” means the Commandant in charge of the Shield’s Combined Force;
    • “Commanding Officer” means the Officer Commanding a Shield Battalion;
    • “Officer Commanding” means the Officer Commanding a Shield Unit or Training Corps as the case may be;
    • “Other Ranks” means a member of the Shield’s Combined Force other than a Commissioned Officer
    • “Training Corps” means a Unit if senior division of the Shield’s Combined Force.;
    • “Supplementary List” means Commissioned Officers and other persons who have served or are serving in the Shield’s Combined Force whose names have been recommended by the Chief of Staff.

 

  1. The ranks of the Shield’s Combined Force are as follows:-

I. OFFICERS:

 

FIELD MARSHALL, GENERAL, LIEUTENANT GENERAL, MAJOR GENERAL,BRIGADIER,COLONEL,LIEUTENANT COLONEL,MAJOR, CAPTAIN, LIEUTENANT, SECOND LIEUTENANT.

 

II. POTENTIAL OFFICERS

 

POTENTIAL OFFICER/ADULT UNDER OFFICER/ NOT YET ASSIGNED

 

III. WARRANT OFFICERS

 

WOI REGIMENTAL SERGEANT MAJOR, WOII QUARTER MASTER SERGEANT (QMS) or REGIMENTAL QUARTER MASTER SERGEANT (RQMS), WOII COMPANY SERGEANT MAJOR (CSM)

 

IV .NON-COMMISSIONED OFFICERS:

 

STAFF SERGEANT/COLOUR SERGEANT, SARGEANT, CORPORAL, LANCE CORPORAL.

 

 

V. SHIELDS: -

 SHIELDS

 

  1. I. Precedence will be as per Shield’s Regulation, but a Potential Officer shall be ranked immediately above a Warrant Officer.

 

ii. Seniority in any rank will be according to the date of substantive promotion.

 

5        Officer Ranks will be as follows:-

 

I.                  Acting ranks authorized by the Chief of Staff.

The Chief of Staff may, by publication in Force Orders, grant the acting rank of Second Lieutenant to a member of the Shield’s Combined Force for a period of up to twelve months for the purpose of taking an Officers Course.

 

II.              Temporary ranks authorized by the Chief of Staff.

The Chief of Staff may, by publication in Force Orders, for a specific or temporary duty make temporary appointments and grant temporary rank up to and including the rank of Major to any Commissioned Officer, and may at any time in like manner REVOKE such appointment and rank.

 

III.            Substantive ranks authorized by the Chief of Staff.

The Chief of Staff may, by publication in Force Orders, grant Substantive rank with or without recommendation from the Shield’s Committee.

 

6 I. The Chief of Staff may, by publication in Force Orders

(a)       Appoint a member of the Shield’s Combined Force to the rank of Potential Officer and may in like manner REVOKE such appointment. On appointment such person shall become a member of the Officers’ Mess.

 

 b)       Appoint on the recommendation of the Officer Commanding a Shield Unit or Training Corps, a member of such Shield Unit or Training Corps to the rank of Company Sergeant Major, Quarter Master Sergeant, and in like manner revoke such appointment.

 

II.        No member will be appointed to substantive rank of Sergeant or higher rank until he/ she has passed the Force Proficiency examination.

 

iii         The Chief Of Staff may, however waive the Force Proficiency examination in cases where a commission is being granted to someone who is to serve the force in technical or professional capacity.

 

7.         Every applicant for a commission in the Shield’s Combined Force will make his application on such for as may be approved by the Chief of Staff.

 

8.         An Officer who has decided to terminate his service shall make an application in writing to the Chief of Staff Residence, Shield’s Combined Force Headquarters, stating his reasons. An Officer may be called upon, on  the recommendation of the Chief of Staff to retire or resign his commission for misconduct or other good and sufficient reason sand in the event of his failing to do his commission may terminated.

 

9.         A person who desires to join the SCF shall make an application to the Staff Office, Personnel and Administration.

 

10.      Any other rank who desires to terminate his services other than on leaving his school or institution will make an application in writing to his Officer Commanding stating his reasons.

 

11.      Where the Chief of Staff considers that by reason on general in capacity, or unfitness or for any cause which he deems sufficient, a member of any Unit or Corps should not continue in his appointment, the Chief may tender him to tender his resignation.

 A resignation tendered in these circumstances need not to show the members reasons for his resignation, but a report should be submitted to the Chief by his Commanding Officer/ Officer Commanding.

 

12.      The Chief of Staff may determine the service of or suspend any other rank if such other rank does not perform the duties he undertakes or for any reason.

 

13.      Every member upon leaving the force is entitled to a Certificate of Service

 

14. Every Officer Commanding must forward to Headquarters Shield’s Combined Force the names of Shields leaving his unit and will request the issue of Certificate of Service.

 

15.I. The Dress for members of the Shield’s Combined Force will be decided from time to time by Headquarters Shield’s Combined Force and published in Force Orders.

 

15.II.  Badges of Rank as obtaining in the Jamaica Defense Force will be worn by personnel listed in section 3 I, ii, iii &IV.

 

16. Unit flashes and proficiency badges as authorized by the Chief of Staff will be worn.

17. Shields dress, badges, insignia or flashes will only be worn by members of the Shield’s Combined Force  on the Shield’s Force duties or when specially by the Chief of Staff or Commanding Officers

 

18. a). The Chief may make rules for the better carrying out of the provisions in these Orders

 

b. All persons who immediately before the commencement of these orders held a commission in the former Force ( MCKENZIE’S COMBINED FORCE), shall be deemed to have been validly commissioned in the Force constituted under this Act in the same rank which they held in the former  Force immediately prior to the commencement of this act.

19 I. ORDERS

a)      Shields will normally be given orders and warned for parade and duties as a means of Force/Corps or Unit  routine orders which will be posted on applicable notice boards

b)       Ignorance of a published order will not be accepted as an excuse for non-compliance

c)      Shields are not subjected to the code of service discipline, but by consenting to enroll in the shields movement they shall tacitly agree to conform to the orders and instructions issued by the lawful authorities.

d)     No Officer, or other rank is ever permitted to refuse to obey a lawful order given to him by superior

e)      If an Officer or man is given an order which he considers to be in conflict with the Shield’s Combined Force, or orders issued to the Unit or any particular orders he has previously received, he will point out the conflict orally, or in writing if the order does not require immediate obedience, to the superior by whom the order was given

f)       If the superior still directs him to obey the order , he will do so

g)      Orders will be clear and concise

h)      A warning order may be given to allow timely preparations for future tasks

19. ATTITUDE TO ORDERS

 

a.       An officer, Warrant Officer or NCO must always carry out an order to the best of his ability.  If he disagrees with an order or thinks it is wrong  critics should be made to the  sub Unit Commander / Adjutant through the usual channel

 

b.      If an Officer, WO, or NCO has to implement an order given to him by superiors, which he knows will be very unpopular with his subordinates he must give it as his own and take responsibility for it

 

c.       It is disloyal to pass on such orders in the form “the OC wants us to do………..” as it implies disagreement on the part of a junior with the policy of his superiors. Such orders should be given in the form or start with the phrase “I want……..” or “you will……..”

 

20. TURNOUT AND BEARINGS

 

1.      All ranks will dress in accordance with the orders and instructions issued for the dress for shields

 

2.      When on duty, uniform or authorized clothing will be worn

 

3.      All ranks will wear proper footwear or as ordered when on duty except for those exempt on medical grounds

 

4.      Shields are forbidden to remove articles of clothing other than headdress and raincoat in public entertainment

 

5.      Buttons on tunics will not be undone or ties loosened in public places

 

6.      Hair will be kept low to the regulation standards

 

7.      All uniforms will be worn with a sense of pride and honor

 

8.      All ranks must at all times be properly attired, wearing badge of rank and all necessary accouchement on uniforms.

 

9.      Females are only permitted to wear ONLY a graduation, engagement or wedding ring in uniform. ONLY ONE RING AT ANY TIME EXCEPT FOR ENGAGEMENT AND WEDDING RINGS.

 

10.  Males are  only permitted to wear ONLY a graduation or wedding ring at any one time

 

11.  Earrings: - Plain Knobs only. One at any one time.

 

12.  Males are forbidden to wear earring at any time.

 

13.  Chains, bracelets and bangles are not a part of the uniform and should not be worn

 

14.    WATCHES :- a watch may be worn but the band must be gold, silver, black or brown
